What shoes would go better with this flower girl dress?

I would do shoes like they have in the picture. If they don't sell flats like that in her size; get really ballet shoes. You can buy them in a store that specalize in dance gear or gymnastics. They should make them in her size b/c lots of girls start dancing around 2-3 years old. They might be expensive $20 or $30. But, that will be your gift to her. After the wedding, she can play ballerina in them.

How about shoes like in the picture with maybe the matching head wreath but BOTH in the brides wedding colors! Little girls are like big girls in the sense that they need comfy shoes because it will be a long day! White gets dirty so easy! IF you have a colored pair of shoes, she may get to wear them other places too!
