You can absolutly get a JP to come to any location that you want. But yes, there is an extra cost involved when they need to travel but it's not that much. I believe my Mom's JP cost like three hundred but she also married at my grandparent's farm in the middle of nowhere so he had to travel about an hour or more to get to the location.
